*Starred Review* In Freedom’s Battle: The Origins of Humanitarian Intervention (2008), Princeton international-affairs scholar Bass asked why powerful nations sometimes intervene to stop mass atrocities but sometimes do not. Here, he examines how two powerful democracies—India and the U.S.—responded to genocidal violence in what is now Bangladesh in 1971. The systematic atrocities committed by Pakistanis against Bengalis, and the major refugee crisis that accompanied it, would eventually drive India to war against Pakistan. The U.S. not only did not intervene; in fact, it supported the Pakistani regime in what Bass identifies as “one of the worst moments of moral blindness in U.S. foreign policy.” This was not, argues Bass, mere passivity. Rather, it was a series of deliberate choices made by Nixon and Kissinger: to ignore the hundreds of thousands killed; to downplay the emerging humanitarian crisis; to continue to supply Pakistan with U.S. weapons and military supplies despite evidence that they were being used against Bengali civilians; to disregard warnings from their own legal advisors. Nixon and Kissinger’s rationale, suggests Bass, was partly coldly strategic; Pakistan was a Cold War ally and was secretly facilitating their much-coveted opening to China. But, as made clear in comments captured on White House tapes, ugly anti-Indian bigotry played a role as well. Bass presents his evidence with devastating clarity and does not pull his punches: though India’s motives may have been mixed, the U.S. had Bengali blood on its hands. Genocide from Kissinger and Nixon

I did not remember much about the 1971 attack by Pakistan on its eastern region (now known as Bengla Desh). It is a terrible story. The basics are that following a national election in which a Bengali from East Pakistan won, the central government dissolved parliament and attacked East Pakistan. It was not a war because the Bengalis were almost all unarmed civilians. It was a slaughter, of millions.

The Blood Telegram tells how President Nixon and, even more, Henry Kissinger, gave the Pakistan government a green light to go in and massacre, but refused during the course of the slaughter to indicate, in any way, that the U.S. had a problem with killing innocent people using U.S. supplied arms.

In short, the U.S. aided and abetted what amounted to genocide.

It is a terrible story but uplifting too because of the resistance of State Department officials, led by the US Consul in East Pakistan (a heroic figure named Blood, of all things!) and the US Ambassador to India, Kenneth Keating. These two, and others, flatout told Nixon and Kissinger that they were supporting genocide, using that word.

Neither cared. Both viscerally hated India (too democratic and racially offensive to them PLUS neutral vis a vis the US and USSR) and loved Pakistan (not democratic at all, with the military pretty much running everything). On top of that Pakistan was close to China and Nixon wanted to go to China so....a few million people dead was not a high price to pay.

Great book. Every page is a revelation. And the best news: Kissinger is alive to see how history will remember him: as someone utterly indifferent to the slaughter of innocents in East Asia along with his crimes in Vietnam, Chile, etc etc.

Kissinger and Khan

This isn't only a tale of genocide or of the civil war that created Bangladesh from what had been East Pakistan but also of how deliberate actions and inaction on the part of Richard Nixon and Henry Kissinger facilitated the mass slaughter of Bengalis and the forced relocation of millions while the United States destroyed any chance of long term influence in South Asia. The narrative centers on Archer Blood, the last U.S. consul general in Dhaka when it was still the capital of East Pakistan, and the cable he sent through the official State Department “dissent channel”, a telegram that described the actions of the Pakistani army as genocide against the Bengali people including targeting intellectuals, political leaders and students. Official Washington was able to ignore Blood’s message simply by declaring that a bloodbath carried out by an American ally using arms supplied from this country and with tacit encouragement by the Richard Nixon himself was an internal matter to be dealt with by Pakistan.

The diplomats on the scene (28 State Department officers signed the telegram in addition to Archer Blood) reported that the systematic destruction of Bengali society fit the terms of the Convention on the Prevention and Punishment of the Crime of Genocide all too well. Unfortunately for those in East Pakistan, Henry Kissinger was cultivating the military ruler of Pakistan, General Yahya Khan as a conduit to the rulers of the People’s Republic of China so Khan’s forces were given a free pass to do their worst—and they did. The United States had significant leverage with Khan and could have forced him to put an end to the atrocities committed by his army using U.S. weapons but chose to wash their hands of it.

Gary J. Bass has a definite point of view; not to put too fine a point on things he has real contempt for both Nixon and Kissinger. But it is hard to fault his approach—he knows the sources cold and makes excellent use of recently declassified documents, unused White House tapes and hours of interviews with U.S. officials in who had served in Dhaka and Washington as well as Indian Army officers. A former reporter for “The Economist”, now an academic historian, Bass knows how to frame a story that has been too little known in this country.

A Superb History

The Blood Telegram is the kind of superbly researched and written history that appears once in a decade. It is based on massive archival research and on Nixon's White House tapes, as well as interviews with a large cast of persons directly involved. The author documents the flow of events faithfully and accurately. HIs special focus is on Nixon and Kissinger, the American leaders who shaped and guided the United States' response to the unfolding political, humanitarian and finally military crisis in East Pakistan during 1971.

How could the United States enable a genocide and an unprecedented humanitarian crisis? Why did Nixon and Kissinger disregard and punish U.S. Foreign Service Officers who reported the facts about the Pakistan army's slaughter of Bengali academics, university students and ultimately hundreds of thousands of innocent men, women and children? Why did Nixon like and admire the Pakistani military dictator, Yahya Khan, and despise Indira Gandhi, the elected leader of the world's largest democracy? Why did Nixon and Kissinger, however briefly, exercise brinkmanship that could have led to a major US-Soviet confrontation, even a wider war?

I believe the answers to these questions reside in Nixon and Kissinger as leaders who responded almost entirely in terms of the geopolitical paradigm of the Cold War. Throughout, Nixon saw Pakistan as an ally that could not be undercut, or even influenced, for such steps would show weakness in the hoped-for opening to China, and confer advantage to the Soviet Union. The genocide was categorized as an 'internal affair' of Pakistan--even though there had been ample opportunity to use U.S. pressure to alleviate and possibly even prevent it.

I personally experienced the events of the Blood Telegram as a member of the U.S. Agency for International Development mission, stationed at the U.S. Embassy in New Delhi 1970-1972. As the crisis grew, I read the classified cable message traffic every morning, closely read all available U.S. and Indian press coverage, and discussed the situation with Embassy and USAID colleagues, many of whom were managing refugee relief programs. From that experience, I can add to the book's narrative about the U.S. Consulate General's reporting from Dacca, East Pakistan's capital.

After Archer Blood was fired at Nixon's direction, his successor as Consul General was Herbert Spivack, expected to be a 'team player' in downplaying the extent of the on-going Pak army crackdown. Spivack came through New Delhi on his way to Dacca, to be briefed on how the rising tide of refugees was impacting eastern India and on U.S. food assistance to the camps. It was clear from his comments to the Delhi Americans that he understood his intended role. But, to his great credit as a Foreign Service professional, Herb Spivack's reporting from Dacca shortly after his arrival became substantively the same as that of Arch Blood's. But Kissinger couldn't very well fire him too!

As seems apparent from his contemptuous and hateful comments ("What India needs is a good famine") recorded from the Oval Office, Nixon had no conception of India as a sovereign nation responding to a unique set of regional circumstances. Throughout, India's role was seen only as an extension of the Cold War chess game, as if India were merely a pawn of the Soviets. Nixon and Kissinger's cynical dismissal of the plight of the refugees--a human tide of ten million people that would have overwhelmed the capacity of even a rich nation to feed and care for--was simply sickening to 'hear' from the mouths of supposedly decent men.

In fact, the emergence of Bangladesh had deep roots in regional history that had nothing to do with the Cold War. The salient aspects were the 1947 partition of British India, and the critical role played by east Bengal's mainly Muslim population in securing the very existence of Pakistan; the effort by the western part to suppress the Bengali language (spoken by a majority of the citizens of the country) in favor of Urdu; the decades-long transfer of resources from the east to finance the industrialization of the western province; and finally, the racial and religious prejudice of the western province's Punjabis and Pathans against 'the Bingos.' (Earnest prayers were offered in Karachi mosques that the Bengalis should become good Muslims!).

Autonomy for East Pakistan within a federal framework, or even independence as Bangladesh, could hardly change the power calculus of the Cold War. And from their recorded comments, it appears that both Nixon and Kissinger, on some level, understood this. The real U.S. interest was in West Pakistan, holder of the nation's key asset--control of the Khyber Pass and access to Afghanistan. But this did not stop Kissinger from pulling his last petulant prank--sending the U.S.S. Enterprise, a nuclear-powered aircraft carrier, into the Bay of Bengal to threaten and harrass the Indians into a premature cease-fire. This move accomplished nothing except to poison U.S.-India relations for a decade.

"Fear of Flying" is a Groundbreaking and Iconic Novel by Erica Jong that is Decidedly Well-Written, Interesting, and Captivating

"Fear of Flying" is an excellent novel, which rapidly achieved iconic status, because of its provocative and groundbreaking subject matter, which examines feminism in the context of female sexual liberation. The author, Erica Jong, utilizes first-person narration, as well as a very conversational style of writing. "Fear of Flying" is a decidedly well-written, interesting, and captivating novel, and I give it a five-star rating, along with my highest recommendation.

A woman undecided

I had high hopes for this novel to be an epic for feminism. Instead I found it is about a woman undecided between 2 men. And I don't think this is a problem particular to women. The main character also goes between different stages of her life with men with flashback chapters scattered in the main story. I didn't see a deep point there either.
This being said, the book is quite readable and there are some nice anecdotes that I underlined.

But overall I wasn't impressed with neither the characters nor the events nor any psychoanalysis that was seeped in.

Fearless Self Discovery

Fear of Flying is an excellent book that takes on a fearless journey about what women think about, fantasize about, worry about, and dream about. At the time the book was written, 1973, I think the book was definitely treading new territory about women liberation and that it was written by a bold woman writer. The book still has relevance today because much of the same concerns women had at that time are still concerns for women now. I think most women today could relate theirs lives in some ways to that of the main character, Isadora Wing, and her journey of self discovery and being true to herself.

Is Phil Klay's debut short story collection the best book about the Iraq War? --Kevin Nguyen

“Success was a matter of perspective. In Iraq it had to be.” This opening line, from one of the stories in Phil Klay's impressive debut collection, Redeployment, encapsulates what the book does best: through the many viewpoints represented by his twelve stories, Klay gives us not just a gripping portrait of the Iraq War but a glimpse into the true human cost of war, abroad and at home.

Though the United States entered Afghanistan and Iraq over a decade ago, novels about those conflicts have only begun gaining critical and commercial attention in the past few years. Kevin Powers's The Yellow Birds, was one of the most talked about books of 2012; the same year, Ben Fountain's Billy Lynn's Long Halftime Walk won the National Book Critics Circle Award for Fiction. Both books were finalists for the National Book Award and included in our own Best of the Year list.

Powers and Fountain took very different approaches to the Iraq War. The Yellow Birds is a moving, often lyrical story that follows the tradition of in-the-trenches war fiction, taking hints from such classics as The Things They Carried all the way back to All Quiet on the Western Front (Powers is a veteran who received his MFA after returning to the U.S.); in contrast, Billy Lynn is more of a satire, taking place on home turf as the surviving members of Bravo Squad are paraded out during the halftime show of a Dallas Cowboys game.

Tonally and thematically, Redeployment falls somewhere in between these two novels. In its diversity of viewpoints, Klay has composed a complicated portrait of the war and its psychological effect on Iraq and at home in the States. Like Yellow Birds, these stories are moving and subtly philosophical; like Billy Lynn, Redeployment isn't afraid to be funny, to be brash.

An Amazon Best Book of the Month, March 2014: I defy any readers of Phil Klay’s stunning Redeployment to a) put it down and b) limit the number of “wows” they utter while reading it. These twelve stories, are all about the Iraq War or its aftermath; they are so direct, so frank, they will impress readers who have read all they care to about the war as well as those who thought they couldn’t stand to read about it at all. The strength of Klay’s stories lies in his unflinching, un-PC point of view, even for the soldiers he so clearly identifies with and admires. For example, one veteran tells a guy in a bar about a particularly harrowing war experience. When the stranger, moved, declares his respect for our troops, the soldier responds, “I don’t want you to respect what I’ve been through. I want you to be disgusted.” Klay is fearless; he eviscerates platitude and knee-jerk politics every chance he gets. “[A fellow soldier] was the one guy in the squad who thought the country wouldn’t be better off if we just nuked it until the desert turned into a flat plane of grass,” he writes. These stories are at least partly autobiographical, and yet, for all their verisimilitude, they’re also shaped by an undefinable thing called art. Phil Klay is a writer to watch. --Sara Nelson

An Incredible Collection, With Incredible Insight

First off, this is a collection of short stories that are fiction - but they are historical, accurate - darn-good fiction! For me and my service in Iraq, this book hammered home so many feelings; it captured so many different facets and aspects of what was my Iraq war, I was extremely pleased. Klay does a superb job of tackling some taboo topics that Soldiers down-range deal with and dance around (like Klay's gun-bunnies who are always waiting for the call to fire the artillery, and actually kill someone); stories about things like serving in mortuary affairs - I mean can you imagine that as your job? To process the remains of your comrades... gripping.

And the aspects of PTSD and the heartfelt loyalty and dedication that those who serve in harms way give unto each other - like Klay's story about the adjutant who had the solemn duty to ensure that a fallen hero receive the military honors he deserved for his heroism in combat (and his subsequent connection with men from that soldier's unit).

This is a gripping book that anyone who is struggling with their time in service - or to trying to relate to those who served - will truly find enlightening.

Whoa.

Whoa. This book takes on some of the hard truths that soldiers and Marines returning from (and participating in) the longest two wars in American history have to face. As a veteran this was a difficult read for me. When I started the book I didn't realize it was a collection of short stories. At first I was disappointed because the first story is so raw and powerful. It's about how a man returning home from Iraq struggles to reintegrate back into everyday life with his wife and dog. I wanted to know more of that character's struggles. In the end though it turned out to be a good thing that this was short stories because I found that I could only read it in short bursts, so harrowing are the narratives at times. Perhaps this is the reason I don't read a lot of war fiction (or war non-fiction, for that matter).

In a time where less than one percent of the American population is in the military - it's so easy for some to forget the experience that Iraq and Afghanistan veterans have been through. There are many people who don't know anyone in the military. This book is important if not for that reason alone.

A line in the first story 'Redeployment' struck me so hard because it's the honest to god's truth.
"We took my combat pay and did a lot of shopping. Which is how America fights back against the terrorists."

What else is there to do after you're haunted by a war that makes little to no sense to you or the rest of the country? Another line that I ran across hit me hard because as a veteran I've always had a hard time with the "Thank you for your service" type gratitude actions that I would get. It's an awkward feeling that many veterans don't know what to do with (I'm not saying don't do it when you see a man or woman in uniform - just that it's a weird feeling - at least for me).
"I was angry. I'd gotten a lot of Thank You for Your Service handshakes, but nobody really knew what that service meant..."
I worked as a Unit Deployment Manager for the Air Force, it was my job to tend to all the airmen that would be deployed, ensuring they had all their training, paperwork, and equipment. While because of my rank I was not the one making personal selections on who would go and who would stay at home (unlike the Army, the Air Force does not deploy entire units at one time, instead it's a piecemeal selection of individuals based on job functions that are needed down-range). Despite that I still fielded phone-calls from angry spouses and sent men and women away from their families to miss anniversaries, Christmases, and even the birth of their children.

The stories in Redeployment focus exclusively on the Army and the Marine Corps and I'm okay with that. The problem that I had with this collection is that there were no stories told from the point of view of female characters. Women, despite not technically being allowed in combat, are in combat. I felt that Klay might have strengthened his book if he could have told at least one story from the perspective of a woman.

The other thing that will probably drive civilian readers crazy are the excessive acronyms. It didn't bother me because I knew what most of them meant, but I can definitely see this as being an impediment for a reader with little to no knowledge of military jargon.

Like I said, this was a difficult read for me but I do think that it's an incredibly important and well written book. It's not really about the wars themselves, it's a portrait of the people who fight those wars at the lowest level. I have to highly recommend it to everyone.

None Can Understand

I am a soldier's daughter. Because my father served in World War II (Navy then), he did not speak of the war to me when he came home. It wasn't done.

But as I came through the Vietnam era in college and saw my students go off to wars in the Middle East as a teacher, I became more and more obsessed with understanding war.

REDEPLOYMENT by Phil Klay gives a variety of perspectives of war. Because he uses short stories and a number of narrators, Klay can move from returned vet at the height of his PTSD to bored Foreign Service Officer trying to put Iraqi kids into baseball uniforms because someone upstairs wants a PR picture. Never mind that the child rounded up may have been working on an IED the day before. The plight of the soldier, his amped up emotions and his training to be vigilant, to KILL or BE KILLED, overrides all other themes. Whether a man has endured burns all over his body or has been awarded a Medal of Valor, the wars of this century have marked a generation of men (and women, whom Klay acknowledges) as surely as WWI marked Wilfred Owens, the poet.

This is a bruising, snarling, hair-tearing blast of the breaths of death and war. Phil Klay, you speak of what you know.

Though mankind does not seem to learn from the history of war, voices like Klay's help to remind those safely watching the evening news that the soldiers are people's sons, daughters, husbands, wives and the "collateral damage" includes children and families with no interest in politics or global strategies. Klay's narrators give us the shifting tides of war with the constant of harm, ruin, and pain.

Don't start trading without it.

I have two copies of Trading to Win; one I lend to my traders, and one I keep for myself.
I have been involved in running a professional trading firm for the past three years. At first, there were only a handful of books to help an individual transition from active investing, to trading. These days, it seems, there is a new title introduced every few days. I look at the majority of these books, and few are worth reading from cover to cover.
Trading to Win is an exception. This book deals with the psychology of trading in a more thorough way than any book I've read. As insightful as Elder's Trading for a Living, with more detail on the psychology of winning, and a more updated perspective. Ari Kiev takes his readers through a step-by-step process, showing them how to build their personal psychologies and become "master traders". He compares trader training to the training of Olympic athletes in a way that is accurate and interesting to read. There are numerous questions and quizes in the book, designed to keep readers on track while creating their personal psychological strategies.
Bottom line: In order of importance, your average trader usually puts psychology far behind trading technique. If he worked more on understanding and developing the motivations that governed his trades, maybe he wouldn't be so average.
Buy the book and plan on reading it numerous times.

A "how to" on Life.....oh, and trading too.

If you've read any books on zen or books like the The Inner Game of Tennis and came away with a little something extra then this book will fit perfectly into your library of READ books. For me, it was really a book about trusting your yourself, your gut, trusting your feal and not getting sidetracked by the conscious brain, anxiety, down days, trusting the work you've put into something, understanding your anxiety, not running from your fears, but rather coddling them, and not letting them run your decision making process. Yes, it's a 'how to' for trading, but its also something a little more intelligent (useful for the real world too). By reading this book, you put your faith in Ari and his successful devotees such as Steve Cohen (forward) who have been incredibly successful in trusting their feal and you learn to trust yourself. Yes, some people have better feal than others. But, what trade to win tries to impress that will help you get closer to victory is that its the trusting yourself (not getting sidetracked), visualizing, taking calculated positions-not gambling, setting realistic/yet stretch goals that help you steadily build up your success rate (applicable really to anything, not just trading). Put it this way, I found so much of value in this book on trading, analysis, and life, that the book is totally marked up and I'm probably going to HAVE to buy another copy. Really worth while for amateur traders, pro traders, non-traders, portfolio managers and analysts alike, and anybody for that matter.

The Softer Side of Trading

Ari Kiev's book Trading to Win might seem like just psycho-babble to some traders. That is odd, given that some of these same critics are devout followers of technical analysis, which premises that psychology factors firmly into market movements. Why then is it such heresy to believe that you can improve the performance of a trader by working on his psychology?
It is not a strange concept to Steve Cohen, who hired Ari Kiev as a "trading coach" for his hedge fund S.A.C. Kiev, who was profiled in Jack Schwager's Stock Market Wizards , teaches that traders need to stretch themselves in the goals they set. They also need to eliminate the negative thinking that prevents them from reaching those goals. Much of Trading to Win is thus actually "common sense" (as is most psychology, it seems), but sometimes it is useful to hear someone reiterate sound principles.
One principle for which critics have taken Kiev to task is his suggestion that traders should set or raise their profit goals, which seems like a veritable "no no" from a risk management perspective. The criticism misses the fact, however, that Kiev is really saying that raising your performance goals means raising your work ethic. What are you going to do to raise your game? Squeezing out extra percentage points of return requires getting onto the trading floor hours earlier (or hours later) than you normally would-and researching companies more assiduously on paper or by working the phones harder. Moreover, Kiev actually recommends stricter risk management through such time-tested techniques as understanding your reasons for each trade, as well as the setting of target entry and exit prices. He also wants you to figure out if fears and doubts are keeping you from cutting your losses and riding your winners.
This book is clearly not for everyone; it is easily too "touchy feely" for traders concerned solely with the quantitative or more tangible aspects of trading. Kiev also tends to float heavily from topic to topic, often without a clear path. But for those traders who wonder how "fixing their heads" might result in greater success, Trading to Win is definitely worth a read.

Excellent but still expensive!

Very good. I ordered this for my wife who need this as required text for her nursing class. She is happy with it so i am happy. Only negative comment is the price of a new book. i though on Amazon you would get a better price than in the college book store.
